Jethro comes
Jethro, the priest of Midian and Moses' father-in-law, heard everything God had done for Moses and for Israel his people, and how the Lord had brought Israel out of Egypt. Then Jethro, Moses' father-in-law, took Zipporah, Moses' wife, after Moses had sent her back, And her two sons. The name of one was Gershom, because he said: I've been a foreigner in a strange land. The name of the other was Eliezer, because the God of my father was my help and rescued me from the sword of Pharaoh. And Jethro, Moses' father-in-law, came with his sons and his wife to Moses in the wilderness, where he camped at the mountain of God. He said to Moses: I, your father-in-law Jethro, have come to you, and your wife and her two sons with her. Moses went out to meet his father-in-law and bowed down and kissed him. And they asked each other how they were, and they came into the tent. Moses told his father-in-law everything the Lord had done to Pharaoh and the Egyptians for Israel's sake, all the hardship they'd faced on the way, and how the Lord had delivered them. Jethro rejoiced over all the good the Lord had done for Israel in delivering them from the Egyptians. Jethro said, 'Blessed be the Lord, who delivered you from the Egyptians and from Pharaoh, and delivered the people from under Egypt's hand.' 'Now I know that the Lord is greater than all gods, because he proved himself above them in the very thing in which they acted proudly.' And Jethro, Moses' father-in-law, took a burnt offering and sacrifices for God. And Aaron came, and all the elders of Israel, to eat bread with Moses' father-in-law before God.

'Now I know that the Lord is greater than all gods, because he proved himself above them in the very thing in which they acted proudly.'

Jethro's advice
The next day Moses sat to judge the people, and the people stood around him from morning until evening. When Jethro saw everything Moses was doing, he said, 'What are you doing to yourself? Why are you sitting here alone while everyone stands around you from morning till night?' Moses said to his father-in-law: Because the people come to me to ask of God. 'When they have a matter, they come to me. I judge between one person and another, and teach them God's rules and laws.' Moses' father-in-law told him, 'What you're doing isn't good.' 'You'll wear yourself out — you and these people with you. The job's too heavy for you to do on your own.' Listen to my voice now. I'll give you counsel, and God will be with you. You be for the people towards God, so you can bring the cases to God. You'll teach them the rules and the laws, and show them as they have to walk and the work they have to do. 'Choose capable men from all the people — men who fear God, men of truth who hate dishonest gain. Put them over thousands, hundreds, fifties and tens.' 'Let them judge the people at all times. They can bring every difficult case to you, but handle the smaller matters themselves. That'll lighten the load; they'll share it with you.' If you do this thing and God commands you so, then you'll be able to stand it, and all these people will go to their place in peace too. Moses chose capable men out of all Israel and made them heads over the people, leaders of thousands, leaders of hundreds, leaders of fifties and leaders of tens. They judged the people at all times. They brought the hard cases to Moses, but they judged every small matter themselves. Moses let his father-in-law go, and he went his way into his own land.

And when Moses’ father in law saw all that he did to the people, he said, What is this thing that thou doest to the people? why sittest thou thyself alone, and all the people stand by thee from morning unto even? And Moses said unto his father in law, Because the people come unto me to enquire of God: When they have a matter, they come unto me; and I judge between one and another, and I do make them know the statutes of God, and his laws. And Moses’ father in law said unto him, The thing that thou doest is not good. Thou wilt surely wear away, both thou, and this people that is with thee: for this thing is too heavy for thee; thou art not able to perform it thyself alone. Hearken now unto my voice, I will give thee counsel, and God shall be with thee: Be thou for the people to God-ward, that thou mayest bring the causes unto God: And thou shalt teach them ordinances and laws, and shalt shew them the way wherein they must walk, and the work that they must do. Moreover thou shalt provide out of all the people able men, such as fear God, men of truth, hating covetousness; and place such over them, to be rulers of thousands, and rulers of hundreds, rulers of fifties, and rulers of tens: And let them judge the people at all seasons: and it shall be, that every great matter they shall bring unto thee, but every small matter they shall judge: so shall it be easier for thyself, and they shall bear the burden with thee. If thou shalt do this thing, and God command thee so, then thou shalt be able to endure, and all this people shall also go to their place in peace. So Moses hearkened to the voice of his father in law, and did all that he had said. You'll wear yourself out for sure, and this people who are with you. Because this thing is too heavy for you. You aren't able to do it on your own.
