The higher powers
Everyone must submit to the governing authorities. There is no authority except from God, and the authorities that exist are appointed by God. So whoever resists the authority is resisting what God has established, and those who resist will bring condemnation on themselves. Because rulers aren't a terror to good works, but to evil. Do you want to be free of the fear of authority? Then do what is good, and you will have its approval. Because he is God's servant for your good. But if you do what is evil, be afraid — because he doesn't carry the sword for nothing. He is God's servant, an avenger to bring anger on the one who does evil. So you must be subject, not only because of that anger but for conscience' sake. And this is why you pay taxes as well, because they are God's servants, giving their full time to this very thing. So give everyone what you owe them: taxes to whom taxes are due, duty to whom duty, respect to whom respect, honour to whom honour.
