Towns for the Levites
The Lord spoke to Moses in the plains of Moab by the Jordan near Jericho: Tell the Israelites to give the Levites towns to live in out of the inheritance they own. And you will give the Levites pasture lands for the towns around them. They will have the towns to live in, and their pasture lands will be for their cattle and for their goods and for all their animals. The pasture lands of the towns you will give the Levites will reach out from the wall of the town a thousand cubits around. And you will measure from outside the town on the east side two thousand cubits, and on the south side two thousand cubits, and on the west side two thousand cubits, and on the north side two thousand cubits. You will give three towns on this side of the Jordan, and you will give three towns in the land of Canaan. They will be towns of refuge. These six towns will be a refuge for the Israelites and for the stranger and for the traveller among them — so whoever kills a person without meaning to can run there. Because he should have stayed in his town of refuge till the death of the high priest. But after the death of the high priest the killer can return into the land he owns. So these things will be a rule of judgment for you through your generations, wherever you live. Whoever kills any person, the killer will be put to death by the word of witnesses. But one witness will not testify against any person to make him die. And you will not take any payment for the life of a killer who is guilty of death. But he will surely be put to death. And you will not take any payment for the one who is run to the town of his refuge, to let him return to live in the land before the death of the priest. So you will not make the land filthy where you are. Because blood makes the land filthy. And the land cannot be cleared of the blood spilt in it, except by the blood of the one who spilt it. So don't make the land unclean where you live, where I live. Because I the Lord live among the Israelites.

But if he thrust him suddenly without enmity, or have cast upon him any thing without laying of wait, Or with any stone, wherewith a man may die, seeing him not, and cast it upon him, that he die, and was not his enemy, neither sought his harm: Then the congregation shall judge between the slayer and the revenger of blood according to these judgments: And the congregation shall deliver the slayer out of the hand of the revenger of blood, and the congregation shall restore him to the city of his refuge, whither he was fled: and he shall abide in it unto the death of the high priest, which was anointed with the holy oil. But if the slayer shall at any time come without the border of the city of his refuge, whither he was fled; And the revenger of blood find him without the borders of the city of his refuge, and the revenger of blood kill the slayer; he shall not be guilty of blood: Because he should have remained in the city of his refuge until the death of the high priest: but after the death of the high priest the slayer shall return into the land of his possession.
